They did add an option to allow surprise gifts fans can buy off wishlist, but they have to be from their partner stores on the site. Otherwise, yes, if they can't ship an item they just credit you the money to buy it yourself. The withdrawal process has fees and is a PITA and my biggest gripe.

I've been @throne.com which is more secure than an Amazon wishlist and lets you add items from most any sites. They do add a percentage on top of the item cost for the buyer but I have found it convenient to have a wishlist organized in one place. I have referral codes if you decide! :)
