To 1) I wouldn't judge it to be bad, USA is a global talent hub. She has taken pride and position as global superpower. One cannot bully themselves to that position and sustain it, it is carrot and sticks. And carrot needs seed & soil to grow.
2) I'd like to believe not all bureaucrats are corrupt.

It's interesting how abstract the concept of ownership has become, wherein we still don't own what we pay for. That's my issue with ebooks, the obscure power to wipe away my collection in the hands of a tech lord.
