If you have another PC, you could even try it there, see whether it’s your PC or your capture card

Open the device manager with Windows Key + X, and look for the sound, video, and game controllers category. Look for the elgato capture card (it should say that or capture card), right click, and click disable device. Wait a few seconds, then click re-enable.

Just now, I got an alert from Norton that Steam, a program that should be using very little of my CPU, triggered a high CPU usage alert.
