In 2020 Taiwan gov uploaded 3.5millions health insurance data of dead patients on Quanta Computer’s platform without any consent (nor consent from families). Planning to release the data, the gov claimed that dead patients are not natural person, so Personal Data Protection Act is not applicable.

23 August will be the second Recall Vote and a referendum in Taiwan. The latter will decide whether to restart the Nuclear Power Plant. 2 reactors in that plant has already expired in 2024,2025 after running 40 years.

After 12 August, patients in Taiwan can cite the court decision to apply for stopping secondary use of their national health insurance data if the legislation does not come out. But the discussion on bill of the data protection authority, concrete governance on health data might be postponed again.

The current draft even wiped out the social welfare data, leaving people hard to control their sensitive data.
