"told to" is not what happened. I think they knew that once Trump started pressuring Republicans to get rid of the filibuster this was where it was heading sooner or later. Trump was not going to engage in negotiations on the ACA, which was the original (incorrect) assumption of the Democrats.

They can find cheap junky policies, as my brother did because he couldn’t afford anything else. Those crappy six-month policies were still on the market last I looked.
