Being an opposition party involves opposing stuff. Trump opposed an immigration bill that Republicans negotiated because he did not want Biden to get the credit. McConnell opposed everything! If you can't draw a sharp contrast, why would the public support you?

For Trump, their is a straightforward motivation to use tax data, which is the same one of other authoritarians, or even other Presidents before privacy protections were put in place. use the tax system to go after your enemies.
