With my WP admin/CheckUser hat on, I took a quick look at this tonight and at first glance I can’t see any reason the IP range needs to stay blocked. I’ll check with the blocking admin later today, and if they have no reasonable objections I’ll unblock. Accounts can edit through the block already.
