I'm note sure if it's specific to the Insiders build, but if I open VSCode Settings from the menu (File / Preferences / Settings), I get 3 different tabs referring to each scope: User, Workspace and Folder respectively.

My Christmas treat: cocoa sponge cake filled with chestnut cream. The sponge cake broke a bit but I still managed to make a roll of it.
