On a separate note (and not in any way a criticism of your reporting), I have trouble believing the Legislators who say that the COA is interpreting their intent wrong. They did amend the CoCA when passing the CVA and there’s no real reason they couldn’t have amended it further if they wanted to.

It’s disappointing to read your article and not see any mention of that, outside of quoting the AG’s papers.

I generally love all of your reporting but I unfortunately don’t think enough background research was done here. The Court of Claims pleading requirements are not merely filing defects - they are necessary to establish subject matter jurisdiction. That’s what gives the Court power to hear a case.
