I feel like its also a series/genre tone thing, Metal Gear gets really wacky with it pretty early on and Metroid just doesnt have that aspect at all.
I guess it could change but I dont see them dropping a Psycho Mantis as one of the villains, for example

Otacon definitely feels like a more heartfelt version, youre supposed to think hes a loser for a while until it starts being endearing
