Chaotic? According to my intel, everything is going rather smooth. Only the French delegation is disrupted, which is to be expected.

I guess it depends on the game, how opaque/entangled the game state tends to be.

People are lazy (see Thinking, Fast and Slow). Staying ahead of one other player is easier to calculate than staying ahead of every other player. Optimal decision making is being substituted by a problem that is easier to tackle.
