On Reddit some eagle eye noticed that a CA plate used in a kidnapping in IL matched one used in CA for a kidnapping last month; two different vehicles.
I bet the plates are a lot of US gov plates being switched around and/or the DHS people mocking up new fake plates with no DMV assistance.
