Replication starts from (mostly) random locations to (mostly) random directions smoothing any biased errors(?). Would be consistent with e.g. human genome and your examples.

Oh.. that's consequence of basepair complementarity in DNA replication. Weird thing is that C+G% varies 20-70% by species. And CG dinucleotides are rare in mammals (except in functional parts). So in essence: genomes are nothing like uniform i.i.d.

Not in the foreseeable future. Though devil in the details: rare as cause of death? Given diagnosis? Given metastasis (i.e. "real" cancer)? For the first two, maybe on few decades.
