So really the fishnets are more meant to resemble armor than actual fishnets… or you could also say he just has good fashion! (Here’s also an example from Toyohara Chikanobu’s Battle at Shizugatake, which also includes his “shin guard”!)

For a serious answer to this: in a lot of older Japanese art of Samurai, chainmail was drawn in a way that looked similar to fishnets. Heizou in particular is a doshin, who would wear commoners clothing with chainmail and such underneath (like how undercover detectives would wear bulletproof vests)
