Is it true that only high income people live in expensive homes? Mainly yes.
Of the people living in band F-H homes in England, 3 in 4 are in the top half of incomes, so any tax rises aimed at them would be largely progressive.
And boy, could Council Tax do with being more progressive!

El Tribunal Supremo ha frenado la reclamación de un propietario que exigía al Estado una indemnización de 425,52 euros por la limitación en la actualización de rentas de alquiler al 2% (durante 2022 y 2023), fijada en el Real Decreto-Ley 20/2022, y que el Gobierno subió al 3% durante 2024. La Sala de lo Contencioso-Administrativo no solo desestima el recurso, sino que impone el pago de costas procesales al demandante. El propietario alegaba que el perjuicio cumplía los requisitos legales para ser resarcido: un daño económico real, con carácter antijurídico, derivado de una norma que, en su opinión, restringía la propiedad privada y alteraba la seguridad jurídica prevista en la LAU.
