I worked with some dudes that handled changing systems for Y2K. Time crunch was the biggest factor They said it was a ton of work. With this pennies will still be in circulation so they have plenty of lead time to make changes.

The fact that a QB is throwing the ball should not protect them from fumbling. You either threw the ball or it was knocked out. They shouldn't get the benefit of the doubt because their arm is moving forward.
