You want to piecemeal these kind of changes because if something goes critically wrong (see recent issues), you need to be able to address them in more manageable way. If all of this broke at the same time it would be significantly harder to fix

It's not that the service is intentionally taken offline. I can't say for sure exactly what's happening, but I know that Gaia uses AWS migration tool and it's not the easiest thing to work with. Somewhere in that migration there's issues with getting the new DB stood up correctly, that's the issue

You don't take a service offline to do an update. The simple explanation is that for an update, you create a new server with the updates and do a changeover from the existing servers to the new servers and shutdown the old servers. Taking a service down does not make the process easier or better.
