The white noise model is a statistical interpretation of stasis, which distinguishes it from a random walk process.

Stasis is defined as trait evolution similar to a white noise process (variation around a fixed mean). There is no cut-off for how much variation the trait mean can fluctuate around the steady state, so time series that fit stasis can actually show significant evolution (but with low net evolution).
