This one is highly dependent on which Rust Belt city we're talking about. Climate change could really boost Great Lakes cities like Buffalo and Milwaukee, while greatly harming inland cities like St. Louis.

There's one other way to do it- take the A to Howard Beach, cross over to the Manhattan bound platform, walk out the emergency exit into JFK long term parking, and you bypass Airtrain fare control
