Just for clarification, the new Cat Noir render will be utilizing Blender 4.4's new glare node features but it won't be the actual 4.4 model update. If you're curious, planned future updates are listed in the following image.

If you truly are not willing to compensate the artist then you should find artists that are accepting character modeling challenges and need a character reference.

That’s not how it works. If you want a model of a character you should pay an artist that is willing to take commissions. If you want a service done for you then you should be willing to compensate the service provider to acquire the desired service.

You should search for artists that have open commissions if you want a specific character modeled.
