Found the issue, rotten traces connecting the ram chip to the other stupid chip, it seems to work now

I did the "don't do it" thing and replaced just the fuse on the PSU (I did test for shorts and saw nothing though, basic diagnostics) and it works so now it's time to actually put effort into repairing it
