Other countries can accomplish this. Korea and Japan come to mind, though my impression could be wrong. We certainly could implement more strenuous requirements and training.

The "Post-COVID-19 Cognitive Impairment" section in the National Academies of Science, Engineering and Medicine report is worthy of reflection.
As is the question of why we don't hear about it from the institutions that told us it was safe to ignore COVID.
