As far as I'm concerned RRS is still the single best supplement to aide GMs in figuring out settlements would handle lawbreakers and not too bad at dealing with in-city minor nobility.

So, recently someone said in a podcast somewhere that Dredd was meant to be a satire of fascistic judge, jury, & executioner mentality. Do you think that is true? It always seems like he's presented as the protagonist/ role model, but I haven't read enough Dredd to really see it for myself.
