Definitely not a tablet, but you can browser the web with it for researching books etc. it has overdrive support so you can use your library card to link and check out books from the library. I love it!

There is no legal age for HRT and puberty blockers, surgery is 18 unless parents and surgeons agree and 17 has been done in that case. But remember gender affirming surgeries are done on cis people also, breast reductions
