The suggestion that the govt witheld cooperation is based on the fact that the witness statement was not revised as CPS requested. Why that happened is a question for the govt not the CPS (there are of course other questions for the CPS....)

Of course govt shouldn't intervene to ensure prosecution but neither should they withhold cooperation with the CPS to prevent prosecution (which may or may not have happened here). There is nothing improper about revising witness statements at CPS request

The suggestion is that the policy wording inserted into the 2nd/3rd versions of the statement "softened" it. I don't know if this is correct but as I said before I've yet to see anyone engage meaningfully with this specific matter. I agree with your point on "5%", I was just using it as a reference
