Didn't the SCOTUS say if a president does it it's not illegal?

This tragedy is his fault from the first troop deployment to an American city. He's hoping for trouble and doesn't care about collateral damage.

He's not a medical doctor. Aren't some if his statements practicing medicine without a license? People are taking his medical advice.
