Maybe I'm being overly optimistic, but if the main thing driving down fertility rate is a lack of housing relative to the size of the population that seems like a negative feedback.

I think for a lot of people (although certainly not all), time is abundant during childhood and money is scarce, but the reverse is true as an adult. It kinda changes your perspective.
