I agree. They are not public health care. But once you're in their system it feels a little bit like being in a public system. In my experience being on a German public plan, and then later in the US on Blue Cross HMO, and then finally on Kaiser, Kaiser feels somewhere between the two.

Kaiser is a bad example though, because it is not an insurance company. It is a self-insuring hospital so doctors do not need pre-approval for procedures, nor do they need an army of insurance billers. Kaiser is the closest thing to a European system that the US has.
