Shouldn't this be part of the deal initially? Taking 10% later is arbitrary. Should the US gov just claim any company which received tax breaks or subsidies over the last 10 years?

If time and time again privatisation leads to issues due to bad or lack of regulation, maybe it's a feature and not a bug. Those pushing for privatisation also push for lax regulations.

I'm talking about EUV. A lot of the fundamental research was done in the US and the IP is owned by the US government. ASML was granted a license and they developed their EUV machines with it (and decades of more research). That's why the US can put pressure on ASML regarding exports to China.
