I think it might be a region restriction. I'm in Australia, and also heard some UK-based folks didn't have the option?

It didn't work for me either. I cancelled, subscribed to monthly with a free month, was then offered 50% off to switch to annual. Might be worth a try?
I'd cancel altogether but have folks attached to my subscription and need to sort out alternative cloud etc for everyone
