In their very early days, yes, but that changed quite significantly. Now it's a completely different programming model. I'd say Django and Laravel would be closer to Rails.

Have long said if I ever become a VC this is my biggest requirement for investing. The boring make money stack:

Rails/Django/Laravel (full stack framework)
Postgres
Tailwind

If you have to explain your architecture to me, hard pass.
