That is, of course, a voluntary scheme - I assume that applicants would receive some advice on the pros and cons given their specific circumstances.

The last sentence seems important. If we assume that the insurance industry has lots of capacity now (given the possibility of "quasi-defeasing" the liabilities), that possibility could dry up pretty quickly, and the exit window shut again.
