I would imagine that is due to the simple fact that lawsuits take two key things… funds (lots of funds) and time. Legal expenses are often a barrier to entry for many people seeking justice.

I’m certainly not an expert, but my understanding from their report was that they used data available from the state website, at least that’s what is in their reports. I presume Mebane’s data input is similar if not the same.
