I was never in a school that allowed students to use their phones in the classroom, except maybe for a brief experiment with letting students use their phone calculators or use the Internet to do research. Those experiments never provided much insight. The harm done never seemed to justify the use.

I think that could be appropriate and helpful. The problem of who defines proper etiquette could arise, though. Without an agreed upon curriculum (state or national), the skills and tips provided to students could just be personal opinion and vary greatly by school and professional.

I have been in favor of cell phone policies in schools. Students need guidance from adults on healthy device use and parents aren't always in the best position to teach that. Cell phones distract students from their learning, so schools seem to be perfect locations for students to learn balance.

Students recording other students without their permission and then posting to social media to mock

Students used calming apps on their phones when they were in the middle of a panic attack. They also sometimes set alarms to help them remember to do something/homework when they got home from school.
