Operating a power system is basket of compromises and less efficient choices. You need spinning reserve and regulating reserve responsive to AGC. Any generator not at full load is less efficient, but a necessity.

The issue with light water reactors is they are almost always "turbine follows boiler." The turbine governor is not free to react to frequency changes on the Interconnection, which limits their frequency support contribution.

My question is can the reactor swing with a steam turbine that has an active governor. PWRs and BWRs in the USA are setup with turbine follows boiler controls per NRC to avoid swinging the reactor water level. You need boiler follows turbine to control frequency.
