FEMA is slow because of DHS, not because of FEMA...when FEMA can't get through hurdles set up at the Department level, its useless. And its a little disgenous to put the blame on FEMA here knowing g these co trols are in place.

I was introduced to Surprise Deployment by my spouse as a way to cheat my big dumb green guys out. It was great. I get my creature back after it does stuff. Real fun with something like Thragtusk or Craterhoof Behemoth. #dragondecks
