Dennoch wolle man der Polizei das Instrument der automatisierten Datenanalyse nicht vorenthalten, zugleich aber auf eine europäische und unabhängige Software-Lösung hinarbeiten.

Videos used for training data, he said, won’t be accessible to employees without your consent. He compared teleoperation to hiring a house cleaner—only “safer,” he says, since operators are vetted and monitored. Last I checked, my house cleaner doesn’t wear a camera or beam my data back to a corporation.

A second pillar of Virunga’s economic stimulation programme is hydroelectric power stations, which are supposed to generate jobs and industry. Three plants have now been completed with a fourth one under way. The hydroelectric project has been running for more than 10 years, but results are – yet again – far below expectations. The goal was to connect one-million local residents with cheap energy by 2020 and create 60,000 jobs. But today, only 39,000 households are connected – of a population of five million – and fewer than 12,000 jobs have been created. One of the power stations – Luviro, to the west of the park – was intended to supply electricity to the nearby city of Butembo, but a grid connecting the plant to the city was never built. Now a competing electricity company is operating there. De Merode came up with a new plan for this “surplus” hydroelectric power: a Bitcoin mine, opened by the French entrepreneur Sébastien Gouspillou – also known as the “Bitcoin Indiana Jones” for his crypto dealings in Siberia, Tajikistan, and Paraguay. Ten shipping containers, each containing up to 500 special computers for mining Bitcoins, have been installed in the rainforest. Most of the proceeds go to Gouspillou’s company. Expanding influence Despite its limited economic impact, Prince Emmanuel de Merode continues to tout the “Virunga model” as a success, and both the Congolese government and the EU appear convinced: they’ve recently granted him sweeping new authority. In May, the Virunga Foundation was quietly assigned the management of the more than 550,000km2 Kivu-Kinshasa Green Corridor. It’s a protected zone covering nearly a quarter of the DRC – an area almost the size of Kenya and home to more than 30-million people. The EU has pledged another $90-million for the project. De Merode insists it has local support, but many people on the ground remain deeply sceptical. "The Parliament has not even been able to debate this large-scale project,” said MP Robert Agenong’a, a member of the environmental committee of the Congolese national assembly. “The population has absolutely no say in the matter.” Almost a year later, the details about how the area will be managed, and what powers De Merode and his supporters will have, remain murky. The Virunga Foundation and the Congolese conservation institute ICCN refused to answer our questions on this. The prince was not available for an interview.

Cour des comptes, mai 2020: 58% c'est la part, en 2028-2019, des enfants âgés de 6 ans qui n'ont bénéficié d'aucun examen par un professionnel de santé de l'éducation nationale, médecin ou infirmier. Cette part a plus que doublé depuis 2013-2014 (26% d'enfants non vus).

D’autres introduisent du papier toilette dans leurs oreilles pour empêcher que ces insectes y pénètrent pendant leur sommeil », peut-on lire dans son rapport. Au mois de juin dernier, un détenu était hospitalisé dans un état grave après avoir contracté la leptospirose – une maladie transmise par l’urine de rat[2].

The Israelis, who were armed, tipped half of the shop's books on the floor, leaving the shelves bare. It was not clear what branch of the Israeli security forces they belonged to. After about 90 minutes the Israelis left after detaining the shops’ owners, Mahmoud Muna and his nephew Ahmad. Both have been taken into custody. Many of their books were taken away with them. Witnesses said the Munas were told that they were accused of “disorderly conduct”. However, MEE has been told that the search warrants specified terrorist offences. Witnesses told MEE that the Israeli agents could not read Arabic or English. Finding an English-language copy of Haaretz showing photographs of captives being released from Gaza on the front page, they claimed to have found “incitement material”. Upon being told that Haaretz was an Israeli newspaper, they were disappointed. “It was as if they were trying to find anything against the shops,” said a witness. “Each of them held his phone, took photos, and used Google Translate to find out what the title of the book was,” another witness recalled. The Israelis showed special interest in any book with a Palestinian flag or containing a Palestinian map. MEE understands that they took away All That Remains, Walid Khalidi's account of villages destroyed in the 1948 Nakba. The agent who seized the book was heard explaining: “You see, Israel didn’t destroy villages.” In a recent article for the London Review of Books, Mahmood Muna recommended Rashi Khalidi’s The Hundred Years' War on Palestine, Ian Black’s Enemies and Neighbours and Phyllis Bennis’ Understanding the Palestinian-Israeli Conflict: A Primer. When Middle East Eye visited the shop last week, Jerusalem: The Biography, by Simon Sebag Montefiore, a British historian and staunch defender of Israel, was prominently displayed. The shop supplies books by Israelis as well as Palestinian authors. Many of the books on display come from the traditional English literary canon.
