I’m on 25.2.3 build 4, so it may or may not work for you, but maybe try mapping “panels → timeline panel → paste to target track” to a key? I’ve got shift v for overwrites and shift cmd v for inserts. I can’t remember whether I mapped those or if it’s default.

I don't know if it's the best way, but I like to start with the last note and work from end to beginning so that tc's are unaffected by notes I've addressed.
