On a snowy field, 621 zooms by in the foreground while chatty is moving in the distance. Over the horizon a flare of light glows from Rusty charging the Overed Rail Cannon. In an overheating cockpit, Rusty takes aim as the ORC crackles with energy, then takes a breath before pulling the trigger. These executive orders on banning federally funded entities from recognizing trans people or disallowing them from using the bathroom are not self-executing or immediately enforceable. They require formal rule making at a minimum. They are a scare tactic. Ignore and do not comply in advance.
