No one is arguing for free transport, but public transportation, specifically NJ Transit for years has seen significant cost increases without corresponding value increases. Today, even with congestion pricing, it could be argued, using NJT is more expensive than driving into the city.

Customer always pays for it.... the two parties who negotiate have no skin in the game and simply posture, screw commuters for 2 days, and then come to a solution neither one pays for. Consumer gets the short end of the stick... again.
