I suppose as a small/middle-sized country, VN is concerned with the future implications of the Russian invasion, although their deep tie with Moscow deters Hanoi from publicly denouncing it.

Thanks! It seems Hanoi authorities care abt this but they apparently haven't offered any viable alternatives either. Will need more than just an iron hand.
