Are impact index calculations based on the final publication date? If so, then journals have an incentive to have the papers available but not "published" for a while, as there are more chances to be seen/cited in the critical window used to calculate impact.

I suspect letters say as much about the letter writer as about the student - we would need a social relations model analysis to isolate rater and target effects. Since we usually only have one letter from each letter writer, the rater effect and the target effect are fully confounded.
