Yep, it's the Online Arcade version. It doesn't include as much as the original PS2 game but the performance is way better.

Outrun runs far better on the ps3 emulator on Steam deck (in my experience anyway!)

It is! Very watchable and the final two series are in production (so no threat of cancellation)

I can recommend Retrodeck for emulation. Boot to the desktop and install if from the store.
