Oh I remember this one, I always liked the variations in how the skirt and hair moved. Honestly wind related stuff for hair is pretty difficult I think to make it look somewhat natural.

It wasn't bad for me, but I wouldn't care about the wait time if the quality was fine, but it's pretty crunchy atm. Apparently it's suppose to get better after 9 seconds.

Great wishlist, yeah I noticed the upload quality is pretty crunchy atm. Everything else would be nice as well.

Up to you, If it was me, I'd just try my best to go off of that style and if you think it doesn't flow well after testing it you could start over.
