I'm surprised that it's only 20% who ignore it completely. I'd really expect the % to be much higher in reality.

It's so easy to put everybody else at risk because you are so understanding. It's so easy not to tell other people their children don't have a right to be safe, just to satisfy your own smugness.

There is also the huge grey area around assessment. In primary schools, the teacher decides what level the child is. Saying "these children can't read" is effectively saying "I can't teach". So children may "pass" without being able to read or do basic maths.

I genuinely suspect that a lot of it is to do with wanting to be seen doing something different from what England are doing.
