The “jay” that survives today only in “jaywalker” emerged as a term of abuse in the midwestern US, circa 1880. “Jay driver” is older than “jay walker”; it applied to a rural person who drives a horse-drawn wagon in town in ways that were a nuisance to others – including pedestrians.
