Well... there you go then. It's not one or the other. To properly test IQ, it's not one single test. And it usually takes around 4 to 6hrs to complete depending on the person taking the test. Don't know about where you live, but here it's the job of an neuropsychologist to assess that.

That is very unlikely. 70 and 140 are two deviations out of the standart. Either it was not a good test or the person just didn't know how to use.
