Kirk has made the transition from being in a military service to being in an exploratory/human enrichment organization.
Many of the tropes still come from the military, so we can assume that Starfleet had military DNA, but Kirk uses it as a means to an end, while other commanders are still stuck

The textual analysis is REALLY strong, though. Livingston's family believes that he wrote it. It sounds like Livingston's writing and Moore never wrote anything even remotely similar in tone.
Moore's writing was severe.
I don't know for sure if Livingston wrote it, but I don't think Moore did.
