You are correct and they do not have to know to keep their jobs. Americans do not hold their politicians accountable. The majority of states and districts are solid red or blue, most politicians just have to keep fear mongering to stay in office. It is sad.

Unlike Trump's first administration there were adults in the room with him. His second is straight loyalists with no moral or ethical conscience. That is not the worst part, they are all f*cking stupid.
