On toinen akseli mitä pitkin US nyt jännittyy: osavaltiot vastaan liittovaltio. On ”liittovaltion virkamiehet” keitä kaikki vihaa tasapuolisesti. Paikallisten viranomaisten ei tarvitse auttaa liittovaltion virkamiehiä. Toinen akseli on virkavalta vs. tavan ihminen.
